March is the time when Laughing Gulls molt from nonbreeding to breeding plumage. The first photo shows a Laughing Gull that has molted to breeding plumage, but whose bill has not yet turned red. The second photo shows a Laughing Gull who has just started molting from nonbreeding to breeding plumage, i.e., it's black hood has just started to form.
